Definition of Class Ensures the department’s equipment, supplies, trailers, vehicles, etc.
are maintained and operational as well as coordinating all necessary resources from various sources including private sector, non-government organizations, municipalities, regional, state and federal government during planned events or exercises, emergency situations and/or man-made, or natural disasters.
The Emergency Management Logistics Officer reports directly to the Emergency Management Coordinator.
Duties & Responsibilities Ensures operational readiness of all equipment including but not limited to, generators, light-towers, power tools, mobile command post, trailers, vehicles, etc.
Coordination with special response teams within the county to assess resource capabilities.
Collaboration with regional and state partners in developing pre-mission packages for specialized teams.
Assists in the development of policies, procedures and standard operating guidelines for equipment and resource request.
Serves as the liaison with special teams such as: Auxiliary Communications Service, County Hazardous Materials Response Team, and the Community Emergency Response team.
Serves as the Logistics Section Chief during EOC activations.
Conducts management of warehouse operations, inventory management, materials handling, equipment operation, and response functions including shipping, receiving, loading, unloading, stocking, equipment issue and safe operations of material handling equipment.
Develop guide manuals and job action sheets for staff regarding the operation and routine maintenance of equipment.
Coordinate the mobilization / demobilization of equipment and resources during planned events or exercises, emergency situations and/or man-made, or natural disasters.
Performs other related duties as prescribed by the Emergency Management Coordinator.

Knowledge, Skills, & Abilities General knowledge of laws, rules and regulations that govern emergency management and hazardous materials programs.
General knowledge of the National Incident Management System (NIMS) and the Incident Command System.
General knowledge of operations, user level maintenance and/or coordinating the repair of pumps, generators, saws, trailers, vehicles, etc.
General knowledge of logistics and/or warehouse operations.
Ability to express ideas effectively both orally and in writing.
Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of the County's Ethics and Conflict of Interest policies.
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.
Minimum Requirements High School Diploma or GED Minimum of 1 year of experience in logistics, warehouse operations, equipment and inventory control and material handling or other logistics related functions.
Must have a Valid Driver's License Preferred Qualifications An Associate's Degree in Emergency and/or Disaster Management.
FEMA's ICS Certifications Pennsylvania Emergency Management Certifications.
Conditions Of Employment Must successfully complete within six (6) months of employment: HazMat Operations, ICS 100, 200, 300 and NIMS 700 and 800.
Obtain PEMA County Staff Associate Certification within one (1) year.
Ability to be available on a 24-hour basis via cell phone to respond to emergencies as needed.
Provides support to Emergency Operations Center under prescribed support role during activation of Emergency Operations Center.
Must agree to and pass a criminal background check.
Must agree that the County may conduct periodic, unscheduled blood and/or urine tests for drug and/or alcohol screening.
