QUALIFICATIONS:
1.
Valid PA Supervisor of Special Education certification.
2.
Demonstrate knowledge of special education regulations and federal laws governing services to students with disabilities.
3.
Minimum five years teaching experience as a special education teacher.
4.
Demonstrated knowledge of best practices pertaining to interventions and supports for diverse student populations.
5.
Ability to work collaboratively with administrators, professional, and paraprofessional staff.
6.
Demonstrated leadership in the field of special education.
7.
Such alternatives to the above as the Board may find appropriate and acceptable.
REPORTS TO: Director of Student Services JOB GOAL: To facilitate the provision of special education services to Millcreek students, while maintaining an efficient and effective level of compliance consistent with State and Federal mandates.
PERFORMANCE RESPONSIBILITIES: Respond to parents, community agencies, local educational agency administrators, professional staff members, and students in relation to the provision of special education services within Millcreek Township School District.
Supervise the implementation of procedures/processes mandated by Pennsylvania Chapter 14, Chapter 15, and Chapter 16 relative to eligibility ad continuing eligibility, for individualized educational program plans and student service plans.
Act as LEA for IEP and GIEP meetings as needed; attend IEP, GIEP, and/or 504 meetings as requested by building team or administrator.
Facilitate intake process of new students with IEPs, GIEPs or 504 plans entering MTSD; review documentation and follow appropriate procedures to provide FAPE.
Supervise and coordinate services for the extended school year (ESY) program.
Supervise and coordinate services and transition for Early Intervention programs.
Calculate and facilitate the submission of reimbursement and grant opportunities such as contingency fund applications.
Participate on regularly scheduled Screening Team meetings and make recommendations for interventions and referrals.
Supervise specific student needs relative to transition of eligible students from one year to the next.
Attend administrative, departmental, staff, and Board of School Directors meetings as assigned.
Work in conjunction with department chairperson for ordering and disseminating instructional or environmental equipment and supplies.
Provide leadership in professional development opportunities to enhance use of best practices within the district.
Observe teachers, students, and classrooms as requested by building administrators and make recommendations regarding instruction and placement.
Provide mentorship and ongoing professional development to special education teachers.
Maintain instructor certification in MTSD’s chosen crisis intervention program and provide annual training to staff in need of certification.
Participate in dispute mediation conferences relative to the provision of services to students who have or may be eligible for individualized education plans student service plans.
Meet with groups of professional, paraprofessionals, administrators, parents, agencies, and advocacy groups as needed.
Assume responsibility for professional growth and development, keeping current with legal trends, research findings, and best practices, by attending professional conferences and meetings.
Any other duties assigned by the Superintendent or designee.
POSITION SPECIFICATIONS: PHYSICAL DEMANDS Ability to sit and talk and hear.
Ability to stand, walk, climb, balance, stoop, kneel, crouch, or crawl and move quickly when necessary.
Ability to lift and/or move up to 50 pounds.
SENSORY ABILITY Ability to speak clearly and distinctly.
Auditory acuity to be able to use telephone.
Visual acuity to read correspondence and computer screen.
WORK ENVIRONMENT Indoor environment.
TEMPERAMENT Ability to work as a member of a team.
Must be courteous.
Must be cooperative, congenial, service-oriented, and promote these qualities in the building.
Ability to work in an environment with frequent interruptions.
COGNITIVE ABILITY Ability to follow written and verbal directions.
Ability to demonstrate good written and verbal skills.
Ability to effectively present information in one-on-one and small group situations to students, staff, and other employees of the organization.
Ability to read, write and do computations.
Ability to work independently and make work-related decisions.
Ability to complete assigned tasks with minimal supervision.
Ability to exercise good judgment in prioritizing tasks and problem-solving.
Ability to use correct grammar, sentence structure, and spelling.
Ability to communicate effectively at all organizational levels.
